I believe you are wrong according to the NYC website there are only two outstanding tickets including the ticket mentioned in the the NYTimes
At the time I posted there were 3 tickets: 5/22/09 and 7/20/09 for "OVERTIME PARKING-MUNI METER," plus the most recent ticket on 7/30/09 for "NO STANDING-COMMERCIAL METER ZONE."
Thanks for looking out though.
