Yesterday in Los Angeles, an El Monte police officer was caught on camera kicking a suspect in the head after he had already surrendered. Out of options after fleeing a car chase on foot, the suspect, Richard Rodriguez, drops to the group on his stomach and spreads his arms above his head. The first cop in chase runs up, pauses and kicks him in the head. The second cop jumps on and beats him with a baton, while the third cop with a dog arrives for a celebratory high-five with the kicker. The American Civil Liberties Union has called for the kicking officer’s immediate suspension and a full investigation. “Whatever the suspect may have done to justify his arrest, punishment in our system of justice is meted out by courts following fair trials, not by lone officers inflicting physical beatings as they see fit.”
