Banksy updated his website recently, posting some new stenciled work and two videos, one of which features a dude in a wig dressed as a hippie who looks a lot like the famed street artist.
Even stranger, this person manages to get the attention of Prince Charles while he’s leaving the Glastonbury Festival and tells him how they should “re-hemp-ify the UK together.” So, is it him?

probably not. most videos he posts he will either blur his own face if its him or he'll have whoever it is tape him from the back. so no doubt this is probably one of his crew that help him out building stuff and whatnot.
Just a tip: At any given moment, if you are asking yourself, "Is that Banksy?" the correct answer is no. It's never Banksy. Now leave it alone.
