The New York City Department of Health and Mental Hygiene is using taxpayer money to distribute thousands of “Tips for Safer Use” pamphlets to heroin addicts around the city. How much you wanna bet that Bill O’Reilly dedicates at least one segment of his show to this tonight?
Reports NBC:
The 16-page pamphlet features helpful tips for dopeheads like: “Warm your body (jump up and down) to show your veins,” and “find your vein before you try to inject.”
Other tips include: “Only ‘boot’ once or twice in one shot.”
The city’s Department of Health and Mental Hygiene printed about 70,000 copies of the handout.
A health official says the goal is to promote health and save lives.
Assistant Commissioner Daliah Heller says instructions on how to perform injections were included because there is “a less harmful way to inject.”
In the event you have any heroin addict friends you’d like to send the handout to, NBC has a downloadable PDF of it here. Have fun kids!

… wtf. this is an act of enabling.
This is way beyond stupid. I am a recovering Herion addict with 13 years clean … no one will stop using unless they make that choice. This in no way is encouraging or promoting recovery or abstinance. Anyone can stop, lose the desire to use and find a new way to live … by making a choice … these politicians are nutts … how many more have to die before they encourage a recovery process instead of some bulls_ it like this. I pray for the addict that is shooting dope at this moment … and the addict that will die TODAY and never hear a message of recovery. Wake Up … how many more human beings must lose their lives to addiction?
Anyone who thinks this is "enabling" is a fool, as if the one thing that makes a kid shoot up is a pamphlet on how not to get AIDS while shooting up, instead of say, economic depression, hopeless and run-down schools, a future of juvenile and adult corrections, and constant nattering from "adults" who keep creating moral panics.
I like how "Get Help for Depression" and "Ask for Help to Stop Using" are the last two options.
Did anyone stop to think that heroin addicts wanted to be addicts? That's why they started using heroin to begin with. Why waste money on people who want to destroy themselves? They're enough of a toll on society as it is. Plus, they're probably too busy shooting up to read a pamphlet – the only people who actually care about this are people who don't shoot heroin.
Echo- I don't think "heroin addicts wanted to be addicts." That's such a ludicrous statement. "Why waste money on people who want to destroy themselves ?" Could you even seriously say that face to face to another human being? You sound just as bad as the Republicans who didn't want the health care bill to pass because they didn't want to be responsible for the less fortunate. Shame on you. And let me educate you a little bit; there are such things as high functioning drug addicts and alcoholics. They don't have to be the drugged out dirty panhandling homeless person you were probably imagining. I would recommend you to try being part of a solution instead. Why don't you create a pamphlet of your own? I'd even bet you would feel better about yourself.
@Billie I was being facetious initially, but your attempts to disqualify my points only make them stronger.
I don’t think “heroin addicts wanted to be addicts.†That’s such a ludicrous statement.
– It might be ludicrous to you, but most people in this country (who were not forced or tricked into using) are well-aware that using mind-altering substances puts them at risk for an addiction. Heroin is commonly referred to as the most addictive street drug (Meth is probably the most addictive) – thus people who choose to shoot heroin are knowingly putting themselves at risk for a heroin addiction – essentially choosing to be addicted.
“Why waste money on people who want to destroy themselves ?†Could you even seriously say that face to face to another human being?
–Yes. As a working, tax-paying human being, I can mind my own business and let the junkies be junkies – I don't see why I should work to pay for a pamphlet that shows drug addicts how to get high. I'd much rather that my money go towards educating people who want to be better – kids who can't afford college, rehabilitated addicts or criminals who need counseling, unemployed people looking for work who need advice about interviewing, etc.
You sound just as bad as the Republicans who didn’t want the health care bill to pass because they didn’t want to be responsible for the less fortunate.
–I believe that everyone is entitled to high quality health care. Someone who chooses to do drugs is not less fortunate. They are obviously fortunate enough to be able to disregard their responsibilities and get high – I don't pity that.
Shame on you.
–Yes, shame on me.
And let me educate you a little bit; there are such things as high functioning drug addicts and alcoholics. They don’t have to be the drugged out dirty panhandling homeless person you were probably imagining.
–Let me educate you on a phrase we use in Miami for someone stating the obvious: "No-shit, Sherlock." Even more of a reason why I don't want my hard-earned tax dollars going towards a pamphlet that tells people how to get high on heroin – these people make more money than I do!
I would recommend you to try being part of a solution instead.
–I am, I always make sure that everyone I come in contact with knows the proper ways to inject heroin.
Why don’t you create a pamphlet of your own?
–I'd love to, give me several thousand dollars and consider it done!
I’d even bet you would feel better about yourself.
–Yes I would – pay me!
thanks! very helpful post!! like the template btw
I just thought I'd put my perspective in.
The point of this is to eliminate the spread of diseases, like AIDS, that are often associated with sharing needles or using needles improperly.
Or, another way to put it, it's cheaper to print a bunch of pamphlets than it is to treat people for needle related illnesses or injuries. Often, addicts who don't have insurance will go the the hospital, get treated, then disappear, making it the taxpayers responsibility to pay for their care. Wouldn't you rather them not need care in the first place?
And it can be related to educating teens in abstinence vs. contraceptives. You could tell your kids not to have sex, then they do it anyways and get pregnant, or you could tell them not to have sex but if you do, use a condom, and if they do decide to have sex they know to be safe. Hence, less pregnancy. Same principle.
For those of you who think that this pamphlet is a way of "promoting" or "enabling" heroin addicts or other I.V. drug injectors to continue using or possibly causing others to become addicted, think about this. An addict is going to get high whether or not they read this pamphlet. It is a choice that each person makes themselves. And i honestly believe that knowing how to properly inject and use a drug will save more lives then harm them. i know of so many people that have died because they injected incorrectly and killed themselves or for instance a friend of mine who hit a nerve in her neck and is now paralyzed from the neck down. If they had known how to do it correctly, they would not be dead or in a hospital bed for the rest of their lives. And they possibly might have one day chosen to get help. this is one of the best things the government could do to help drug addicts be safer. because even though society looks down on those that are I.V. drug users more-so than other drugs, at least they will be alive an able to live another day. the next step would be needle exchange and/or availability for clean needles in every city. wonder why florida's h.i.v./a.i.d.s. ratio is so high? because it is illegal for pharmacists to sell needles to people without a prescription. they are still going to inject drugs, now they just have to go to desperate measures. smart? or dumb? one of these days a junkie who had to share a needle to get their fix is going to contract a.i.d.s and have sex with a pharmacists child and then maybe they will open theyre eyes a little more. …..just my thoughts
Its not like they are telling people how to get it and how not to get caught. Its a simple preventative measure. In New York, 53% of IV users have HIV already…that's with all the exchange programs and legal ways of getting syringes. Plus people we are not just talking about smack here, people shoot up all kinds of drugs and pills and crazy things, we're talking about a huge % of the population. And yeah who cares right, until your 13yr old daughter comes home from school and starts nodding out at the kitchen table.
just want to say that im a drug addict and reading the pamphlet gave me ways to be safe while using a needle. totally positive by the way n to echo see you in hell…..

I agree I don’t think its enabling addicts if there gonna use anyway u mind as well show them how to do it saftley that would help save lives an iwould also help with the spread of HIV or AIDS HEP and ect….. wich is now an epadimic its like giving a teenager condome so they can be safe cause if you dnt they might get pregnant or worse cause u can tell a boy or a gurl not to have sex but it dnt me they will listen so all u can do is educate them so that they can practice safe sex which I think that’s the case here if they can’t get them to stop cause heroin is a powerfull addiction the mind as well educate them .
you guys are right god forbid you child does decided to shoot up youd defiantly wanting not having any clue what hes doing , using dirty needles, having air in his rig, using too much dope and countless other things this pamphlet isnt making anyone use its just making it safer just like a needle exchange we cant stop people from using but we can make it safer…
