Lots of police departments in cities across the U.S. employ stop-and-frisk tactics, however, none of them go at it as hard as the NYPD. Basically, anyone walking around the Brownsville section of Brooklyn is considered a potential criminal with cops tallying 13,200 stops last year, which resulted in only 109 arrests (less than 1 percent), leading many to question the already controversial practice. |NYT|
