A controversial pilot program that rewards poor people in NYC for acting responsibly was effective in some regards, but failed in achieving its primary goal: bolstering school performance.

The article link leaves out so much info- for example the parents went to the teacher conference, but did they then-
a. try and correct their kid's bad behaviors and reward the good ones
b. ask to see tests and make sure their kids were doing their homework (stuff they probably didn't get paid for)
c. more of the caring about you and your future kinda stuff
This is not a bad idea, maybe they can tweak the program a bit and get the desired results.
Lesson for poor people: good behavior = reward
Maybe next we can get poor people to salivate when we ring a bell.
