A panhandler who posts up on Fifth Avenue isn’t likely to get arrested by police officers from the Midtown North Precinct anytime soon now that she got what amounts to a permission slip from a judge. After numerous arrests for “disorderly conduct,” Sojourner Hardeman sued the city for violating her 4th and 14th amendment rights.
