On Tuesday evening, the City Council voted, 48-1, to go-ahead with a lawsuit against Mayor Bloomberg and company over a new policy that would require the homeless to prove their homelessness before gaining admission into a shelter.
The lone holdout in favor of the proposal was Councilman Peter Vallone Jr., a renowned asshole with a black heart who hates graffiti, a lot.
Seth Diamond, the Department of Homeless Services Commissioner, argues that this new requirement will help put an end to those persons who have a place to stay, but are just trying to take advantage of the plush cots and lavish dormitory-style living that NYC’s shelter system are notorious for providing. The measure is also expected to save a whopping $4 million a year.

You should delete the last sentence of your post. That dynamic already exists. The folks on the train, the visibly homeless, are mostly those whose mental health conditions do not allow them to program in the current system. Most homless people are NOT suffering from mental health problems. And it’s that population that this measure will effect, not the loons on the subway.
Most everyone, homeless or not, is suffering from mental health problems.
Any given day you may sit next to someone on the subway who is homeless and you wouldn’t know it.
if you consider being a victim of capitalism a mental health problem…yeah.
