Because many taxi drivers are assholes when asked to drive outside of Manhattan and are way too good at spotting undercover enforcement agents, the TLC hired college students to assist in their ongoing sting operations.
According to their findings, cabbies refused to take the decoy passengers, who were paid $10-an-hour, to the outer boroughs 27 percent of the time since September, resulting in $500 fines for 360 drivers.

I'm no libertarian, but I'm thinking it should be up to the cabbies. Maybe the ones willing to trek it could have a BK light or something. Its not like you can't take a subway then get a gypsy cab if its too far. $500 sounds exorbitant.
It's called the law, that's why they are required to drive you to another borough. If they don't want to follow the NYC taxi law, maybe they should find another job. Under your logic you could deny a person from eating at restaurant based on location because they could just find another restaurant.
