Despite Republican lawmakers, Connecticut moved one step closer to decriminalizing small amounts of weed, a measure that New York adopted long ago in 1977. Under the new law, which still has to be passed by the state’s House of Representatives, anyone caught with 14 grams or less will be issued a civil citation and a $150 fine instead of a misdemeanor and possibly, jail time. Lt. Gov. Nancy Wyman, a Democrat, cast the tie-breaking 18-18 vote.
