According to a whole bunch of bitchy New Yorkers: yes! They say the plows were too noisy, but after all the fallout from the way the city mishandled the last blizzard, can you blame the Sanitation Department? At one point, I heard a plow about every seven minutes or so, for a few hours straight and having witnessed the trucks making several passes, the streets were still covered leading me to believe that frequency is the only way to remove the snow.
