Last week, Police Commissioner Ray Kelly put out an internal memo, instructing fellow officers to respect the 1977 law and issue summonses, not arrests for people caught with small amounts of weed that aren’t in public view, like they’ve been doing during stop and frisks.

On Tuesday, Jumaane Williams, the City Councilman who was briefly detained by police for being black at the West Indian Parade held a press conference at One Police Plaza with other elected officials thanking Kelly. For what? Following the law? (Photo: yojimbot/flickr)
