Following the arrest of a teenage “laser hooligan” who caused an eye injury to a pilot flying over the city of Grozny in Chechnya, President Ramzan Kadyrov has outlawed the sale of laser pointers.

After a personal intervention with the kid, Chechnya’s Minister of Internal Affairs said that there’s an “epidemic” of laser-pointer-wielding “terrorists.” That’s a hefty word to use in a region historically wrought with conflict and, you know, actual terrorist problems within Chechnya and its neighboring republics.
