Crain’s New York is reporting that 3 World Trade Center may only end up as a small building instead of a soaring skyscraper. Lead developer Larry Silverstein says he hasn’t been able to find tenants to commit and is considering a design that would cap the building at 7 stories, which is 73 less than originally proposed. Additionally, it would be repurposed for retail and not office space, effectively turning one of the key structures of the WTC complex that could’ve brought some honor back to Lower Manhattan’s battered skyline into the Ground Zero Mall.
