			<content:encoded><![CDATA[<p><img src="http://content.animalnewyork.com/wp-content/uploads/2012/01/street_sweeper.jpg" alt="" title="street_sweeper" width="300" height="225" class="alignleft size-full wp-image-177355" /> Although New Yorkers scored a small victory now that city-sanctioned vandalism on vehicles which aren&#8217;t moved during street cleaning <a href="http://animalnewyork.com/2012/01/city-will-no-longer-vandalize-peoples-cars/">has been outlawed</a>, a <a href="http://papers.ssrn.com/sol3/papers.cfm?abstract_id=1980801##">new research paper</a> from NYU suggests that even slight changes to the current alternate side parking laws could greatly benefit the environment and cut down on the amount of greenhouse gases in the city.<span id="more-177319"></span> </p>
<p>The current regulations encourage car use and the bad behaviors that go with it, like idling cars, circling the block, and worst of all, driving to places they otherwise wouldn&#8217;t have, to avoid the hassle altogether. According to the study, the amount of carbon emissions could be greatly reduced even if alternate side parking rules were scaled back by one day. </p>
<p>Another proposal that would help is <a href="http://www.change.org/petitions/new-york-city-parking-ticket-petition-supporting-intro-375">Intro. 375</a>, a bill that would allow drivers to park in a spot after the street sweeper has cleaned it and not have to obnoxiously wait in their cars for over an hour until the official cleaning period ends.</p>

<p>City Councilman David Greenfield is <a href="http://www.nydailynews.com/new-york/brooklyn-councilman-aims-ban-hated-parking-violation-stickers-article-1.972075">still fighting against the practice</a> which he says is a form of double punishment. It&#8217;s also an act of sanctioned vandalism! And although his bill to outlaw the hard to remove decals still hasn&#8217;t passed, he may be making <a href="http://online.wsj.com/article/SB10001424052970204394804577012304244132124.html?mod=googlenews_wsj">a tiny bit</a> of progress:<!--more--></p>
<blockquote><p>The city Department of Sanitation, at the request of the City Council’s Transportation Committee, said Tuesday it would consider a pilot program to eliminate the stickers in some neighborhoods. It is also considering stickers that can be peeled off more easily.</p></blockquote>
<p>However, they also said that it&#8217;s a very effective way to shame drivers so don&#8217;t expect it stop anytime soon. </p>

Some of the poles that support them will be transformed into bike racks, which is sure to spark undue controversy.<span id="more-158769"></span> </p>
<p>The antiquated coin-operated machines are being replaced by Muni-Meters, allowing drivers to cram more cars into parking parking spaces and giving them the option of paying with a credit card, ending the age-old tradition of jamming slightly bent quarters into the slots and forcing them to fail, for now. The DOT says it will take about a year to remove all the old meters off all city streets, so drivers in the outer boroughs will be given a little more time to get over.
