City prosecutors are alleging that the NYPD worked to cover-up the fact that an off-duty officer was hammered on Sunday night when he crashed his car, resulting in the death of a 33 year-old New York woman. The district attorney’s office says that Officer Andrew Kelly of the 68th Precinct, who had bloodshot eyes and slurred speech at the scene of the accident, was supplied gum and extensive amounts of drinking water and wasn’t administered a blood/alcohol test until 7 hours later, a test that turned up a zero score.
