Officer Joshua Vincek, who works in the Upper West Side’s 20th Precinct, issued 1,249 tickets to cyclists between Jan. 1, 2012 and Jan 1, 2015, DNAinfo reports. Vincek, who rides a scooter, handed out more than 300 more summonses than his ticket-writing runner-up.
The Wilt Chamberlin of cycling tickets apparently has a vendetta against bikes. Perhaps a bicycle killed his parents, and now, Batman-like, he exacts his revenge on the UWS’s delivery men. Or maybe he’s resentful of his scooter.
DNAinfo learned of Vincek while reviewing the Department of Motor Vehicles’ data on cycling tickets. Between 2012 and 2015, the NYPD issued a total of 51,841 tickets to cyclists, with the number of summonses growing sharply each year. Nearly twice as many tickets were written in 2014 than were written in 2012, tracking the steadily growing number of cyclists in the city. There was an explosion of tickets on August 20 of last year, during Operation Safe Cycle, a two week initiative to penalize lawbreaking bikers.
